Anyone know what CVS 1.11.22 does?

We shouldn't behave any differently to the existing CVS spec, and I do
not see the requested behaviour defined in any of the existing
documentaiton for CVS or CVSNT.  

What you are requesting appears to be a 'new feature', eg: 'cvs update
--check -r TAG_DOES_NOT_EXIST'.

If submit a patch to add that feature I'll be happy to apply it.

Alternatively if you have paid for annual Pro support then you can pay a
little extra for the feature to be added by us.
