Additional info.
I did try the command forcing port 2403, just as a test.
I did get an appropriate error so I think the port is correctly open.
connect to 199.2.222.222:2403 failed: A connection attempt failed because
the connected party did not properly respond after a period of time, or
established connection failed because connected host has failed to respond.
