[cvsnt] Setup hangs on Windows XP

Arthur,

There was some problem with CVSROOT, which have corrected. What I did
was simply setup CVSROOT again and that  solved the problem. All the CVS
operations are working as expected now.

That is the correct combination.

What CVSROOT have you setup?  What is the actual command being executed
that you can see in the CVS Command window?
