This is not a valid name of a repository:
> CVSROOT=:sspi:administrator at tor-db02:2401:d:/cvsrepos/xdevelopment

Also you should NOT specify a username (or password) with SSPI, ie:
Bad:
CVSROOT=:sspi:administrator at tor-db02:/devrepo

Good:
CVSROOT=:sspi:tor-db02:/devrepo


You are attempting to refer to the physical location of the repository
on the server, when  you should be using the name of the repository
instead.

Use this command to find the name:

  cvs info -r tor-db02

  Server: tor-db02
  Version: Concurrent Versions System (CVSNT) 2.5.05 

  Protocols:
    pserver
    sspi

  Repositories:
    /devrepo                      my dev repo

  Default repository: /devrepo

  Default login: :sspi:tor-db02:/devrepo
