After installing cvsnt on my machine and setting SystemAuth=no, I can no
longer add users to the passwd file using cvs passwd.  I recieve the error
"cvs [passwd aborted]: Only an administrator can change another users
password".  However, I am the administrator of the 2000 box.  I have tried
adding an "admin" file with the user name I'm using to run cvs but this
didn't help.

Any help would be appreciated,
