BorCVS adds a menu option to run CVS commands from the IDE of Borland tools.

Originaly written in C++ by Thomas Bleier, it has now been rewritten in Delphi by Per-Eric Larsson and so can be used in both Borland Delphi and C++Builder. It is still in beta but mostly works well, I've found it a useful addition to, although not a replacement for, WinCvs.
