There isn't a --without-howl, only a --with-howl to set the howl 
directory.  I guess if you set the directory to somewhere that it isn't 
it's not going to find it.

The debian howl never worked anyway...  I had to build my own package to 
fix the more obvious problems with it.  I doubt the detection will find 
a working howl whatever happens.
