It depends on your server.  On a cvsnt server you have to be listed in
CVSROOT/admin or (if using a recent version) a domain administrator.
On Unix you have to be in the group defined by CVS_ADMIN_GROUP (which
I think defaults so 'cvsadmin' but I'm not sure about that).
