Our group uses TortoiseCVS - it has an add all recursively, and works
very nicely.

There are front-ends that will do recursive add and automatically 
determine file type for you.  I use TortoiseCVS, WinCVS also comes 
highly recommended (both are Win32 apps).  There is a list of clients 
for various OSs under "3rd Party Tools" in the CVSNT.org wiki.
