Hmmmm.. So now I gotta figure out how to catch the data in Perl :(..... I certainly didn't realize the depth of differences between CVS and CVSNT..... Back to the drawing board!

This was changed ages ago (or at least several years ago):
The file/revision pairs are no longer sent on the command line, they
come in on standard input instead.
This is because there is a limitation to the length of the command
line that will break tagging on large modules if using command line.
