cvsnt 2.0.45

Still not sure of the stability even though I haven't changed much this time.
I you don't use rename I'd expect it to be pretty stable/ready for stress
testing but rename is still a wildcard.

* Cleanup the control panel upgrade, and fix some bugs
* Fix log/status after rename that were broke last time.
* MFC linked statically (install .exe shrinks, binary download grows..)
* Set sserver always encrypted (need to make sure plaintext SSL isn't enabled
though - I *think* it's disabled by default but must check).
* Protocol wrapper for non-cvsnt clients to use cvsnt protocols. To use set
CVS_RSH=<path_to_cvsnt>/extnt.exe, and put server details in extnt.ini.
Connection string becomes :ext:user at server:/directory (the 'server' part is
used as a key into extnt.ini so doesn't have to be the same as the server
name, but it's less confusing if you make it the same).
I haven't really tried this except with a cvs client calling it so it might
   need tweaking a bit.
