AFAIR the init command on linux also adds the new repo to
/etc/PServer. But only if executed as root.
But if executed as root, one has to adjust the permissions on the new
repo to match the desired access method!

If executed as regular user (usualy cvs), the repo gets the
korrect/default permissions, but is not configured in /etc/PServer
