What else is installed on that PC?
For example there are a number of dependencies on Microsoft dll:s that
may be different on your PC as compared to the run-of-the-mill ones.
One thing in my mind is those development mfcXX.dll:s that seem to be
different between development machines and non-development machines.

I know that once upon a time there was a clash between some of these
in system32 and the local ones preventing control panel from running.

Also, did you try to create an empty file with the name cvs.exe.local
in the install dir? That might help because then the local libraries
are loaded first.
