That's why it probably needs a root location that you need to know to 
create repositories (and why it's disabled by default).

Note that you need write access to the registry or PServer file to do 
this anyway so only server admins are able to do it successfully.

That'll work on Windows systems but not any other OS... it also has 
exactly the same issues.
