Thanks for the help, Gabriel.  My CVSNT version did not have Automatic
Checkout available.  This is a very nice feature.  The information in the
CVSNT manual makes more sense when using the a version of CVSNT that has
plugins.

After upgrading, the shadow files were not created in the CVSROOT directories
of my current repositories so I created a new repository, copied the shadow
files to my current repositories and the function works fine.

See the section "The shadow file" in the CVSNT manual on how to 
configure it, and "Editing administrative files" on how to obtain and 
edit that file.
