[cvsnt] Problem checking out sub-module into module's tree

I'm having problems doing an operation that I''ve done successfully
before, I think before I upgraded from 2.0.51d.

C:\cvs2>cvs version
Client: Concurrent Versions System (CVSNT) 2.5.03 (Scorpio) Build 2260
(client/server)
Server: Concurrent Versions System (CVSNT) 2.5.03 (Scorpio) Build 2260
(client/server)

C:\cvs2>cvs ls
Listing modules on server

CVSROOT
<others>
user

C:\cvs2>cvs ls user
Listing module: user

bks
<others>

C:\cvs2>cvs checkout user
cvs server: Updating user
cvs server: Updating user/bks
cvs server: Updating user/bks/perl
U user/bks/perl/strip_lines.pl
<others>

C:\cvs2>ls
<others> user

C:\cvs2>cvs checkout -d user/bks-test user/bks
cvs server: cannot chdir to user: No such file or directory
cvs server: ignoring module user/bks

Any help here? Basically what I'm trying to do is checkout our entire
project's tree, then checkout a copy of part of the tree in a
differently named directory. Was this broken in the newer version or
was it not supposed to work in the first place?
