Besides the usual culprits (AV software, firewalls, cheap routers), I'd
check to see if there were network card driver updates for either
machine.  In the past year or so I've seen two separate cases where
customers were getting TCP payload data corruption on the receiving
system due to buggy card drivers.  PC network cards are being squeezed
between commodity price pressure and the effort to push more and more
functionality onto the NIC, and the result is flaky drivers.
