Did you try the msi installer?

I do not believe it's related to your issue, but installing application 
outside <program files> without changing the folder name properly (hope you 
did this for winprg dir), or setting the proper ACLs is dangerous. Windows 
restricts some operations on <program files> folder hierarchy to user with 
proper permissions. Having executables in folders not properly protected may 
expose to privilege escalation easily.
