[cvsnt-dev] man pages for CVSNT

Hello Tony, hello World,

I wrote small man pages for cvslockd (1), /etc/cvsnt/PServer (5) and
/etc/cvsnt/Plugins (5) a while ago when I did the first Debian package.
Are you interested to add them to the official sources?
