Thanks to Arthur Barret and Don Nguyen I got cvswebnt to work on
Windows2000, IIS 5.0.
I moved cvs.exe etc. to system32 and removed the ENV{'PATH'} thing in.conf.
I also changed the .cgi mapping from perliis.dll to perl.exe %s %s
