Hello.

There is CVSNT (the pserver protocol) on the server side.
When anyone tries to commit a file, that was changed in the repository
between the last update and this commit, a CVS-client hangs with no
sign of life.
If break the CVS-client by pressing Ctrl+Break, then update the file
(with the update command that merges changes) and try to commit the
file one more time, it works.

Why does it happen? Why does a CVS-client not write the "Up-to-date
check failed for [filename]" message or something like this to the
screen?

It does not depend on a version of the CVS-client.
