I got it this way
(seems like a dangerous trick)

*in wincvs selected the files
*Remove the files (NO commit)
*Add the files as binary

The files are "resurrected" but now with binary attrib

The WinCVS console shows the command ('cvs edit') as it is sent to CVS. CVS
then reads your .cvsrc and acts as if the command was actually 'cvs
edit -c', but the '-c' is not shown anywhere.
