[cvsnt] Disable committing to a particular branch

Use chacl and lsacl commands to set permissions for default on all branches
first, then lock down the particular branch you want secured.  You can
search for them in the cvsnt wiki (http://www.cvsnt.org/wiki/).

Tony--It would make sense for the default to automatically assume
default:rwc since that's the way it acts in the absence of acl's, wouldn't
it?  Or does it do that already?
