I believe it's been discussed here before, but it's basically:
	- backup (well, er, this is my add-on)
	- uninstall CVS
	- install new version CVS  
	- setup repository prefix and temp (point to the old ones)
	- add your repository
	- restart the services (lock server and cvs server)

This worked for me like a charm.  I put it off way to long due to the normal
paranoia about upgrading a critical infrastructure piece and it was too
easy...  The backup was the longest part ;)
