Upgrading should work, but for such a large version jump for the
server I'd recommend uninstalling/reinstalling.  I'd expect WinCVS to
just upgrade.

There should be no changes needed, however I suspect your old build 27
predates things like impersonation and enforced file permissions, so
you might have to tweak the permissions a bit.  Also make sure that
any users listed in the passwd file either exist on the system or are
aliased to an existing user (early versions of cvsnt didn't enforce
this).

Yes.

You use 'cvs passwd' to change passwords in the later versions.
pwgen.exe still works, but isn't supplied as it's unnecessary.

I'll leave that one for WinCVS experts.  AFAIK the answer is yes, but
I don't use macros so can't be sure.
