[cvsnt] Custom Actions / Events for Win32?

I am looking for an "event stub" or anything that I can hook use to
generally hook CVSNT to handle different events.  

For example, I would like to hook Repository creation with an email to
xxx but module creation to an HTTP POST to yyy but a complete check-in
to robocopy files to zzz.  

This would be for CVSNT on Win32.
