[cvsnt] Touched UCS-2 file is "locally modified"

I have a UCS-2 file called a.txt.  I copy it to a file called b.txt.

I add a.txt using the -ku option.

I then copy b.txt to a.txt.

"cvs stat" says the file is locally modified.

The files are byte-for-byte identical.  Only their modification dates
differ.  The checksum is apparently taking the modification date into
account (unlike non-UCS2 files, but I can't speak for UTF-8 files).
