[cvsnt] chacl problem on Linux

Hi,
I just update my version of cvs to cvsnt. I needed the chacl and lsacl 
command.
My cvs server run on a Linux RedHat8.0.
When I try to run the following command I got a problem:
cvs chacl username:rw VolumeLibrary
cvs [chacl aborted]: Can only specify directories for this command


But VolumeLibrary is a directory in my repository.
I have the same problem if I do:
cvs lsacl VolumeLibrary
cvs server: `/export/cvs/CVSROOT/VolumeLibrary' is not a directory

do I need to specify any file or directory as an administrator before 
using chacl, lsacl?

Any idea or help welcome?
