[cvsnt] "cvs remove" behaviour

Hi all, 

I recently faced an old (and not specific to cvsnt AFAIR) "cvs remove" problem: cvs conflicts if someone's copy isn't up-to-date and he/she "cvs removes" the file. Shouldn't just the "remove" operation override any change made? Is there any real-world reason for this?
