I have solved the problem. In case anybody wants to know.
It works if the complete module name is used (in our case
Projects/Project1/SubProject1) instead of the "regular module"
name (which would be SubProject1).

The regular module is defined in CVSROOT/modules as
SubProject1        Projects/Project1/SubProject1
