Do you maybe also have Cygwin installed? There is a known issue with the 
TCL DLL that comes with the recent Cygwin distributions that causes 
several applications that act as a TCL scripting host to hang or crash. 
WinCvs is one of them. The workaround is to somehow make sure WinCvs 
either finds a different TCL DLL first or none at all. This could for 
instance be done by rearranging your PATH environment variable or by 
removing/renaming the Cygwin TCL DLL. The latter is of course only 
feasible if you don't actually use that DLL. Ideally, WinCvs should use 
the TCL DLL that's included in the Python distribution.
