I have seen a similar issue.  Did you by any chance move the repository 
to CD-Rom and back?
Most files in the repostory are marked Readonly, but there are a few 
that need to be writeable.

I fixed this  by just removing the readonly flag on history file.
(I don't know if that is the approved way of doing it).
I have crossposted to the cvsnt mailing list since this is really a 
cvsnt issue.
