What setting do you use in WinCvs when you import those files? How does
the command look that WinCvs sends to the server? Does it include
explicit -W "*.rar" options? If it doesn't I would have expected it to
honor the cvswrappers file... but then I never tried so far.

BTW: According to the Cederqvist, the -k option in the cvswrappers file
has to be enclosed in single quotes, i.e.:

*.rar -k 'b'
