[cvsnt] creating a user

I am attempting to setup my cvsnt server to support sspi authentication.  

I am at the point of adding cvs users in my setup process 

(http://www.cvsnt.org/wiki/InstallationTips#head-fad19a88cd941707f4c04be56fcbff5d2eb270aa).

When I enter this line “cvs passwd -r <real account name> -a <new username>”, with real NT account information substituted in, I get an error message.  It says [passwd aborted]: No Valid Repository Roots Defined.  
Can anyone tell me how to get past this error to create a user?
