Like you said in another post. NOD32 is guilty. 

Disabling IMON is not sufficient. One has to "Stop" it in the control
center, which means removing it from the system/winsockets config and
rebooting.

AV has a bad habit of screwing up the system in random ways, which is why I
insist
that the problem is repeated with it uninstalled.
