[cvsnt] Setting 'Watch on'

I would like to set CVS Watch on for all my developers. 
 
I am aware of the 'cvs watch on' command but I am having trouble getting
it to work. First of all, does this command have to be run on the client
side or the server side?  I have tried both but I keep getting an error
code; either "bad CVS root" or cvs [watch aborted]: d:/sandbox/<module>:
No such file or directory
 
I suspect I have missed setting an environment variable somewhere...
