It's the way Windows 2003 has locked down cmd.exe that causes this
problem.
I think that if you copy cmd.exe from Windows/System32 to the CVSNT
installation directory it will start working provided cvsnt comes
before system32 in the system path.
If it does not then change the system path such that cvsnt is first
and then restart the server.
