[cvsnt] Lock server timeout?

Occasionally if two people try to access the same module at the same time,
and whoever gets there second has to wait for the lock of the first, the
lock server times out. The cvs server reports a "waiting for lock" message
once a second, and then gives up after 20 seconds.

Is there any way to change these periods? eg, report the warning every 10
seconds and keep trying for 60.
