[cvsnt] Pause in login with CVSNT

I am having a problem with CVSNT 2.0.58d. It is currently configured to
use pserver/sspi.
Set CVSROOT=:sspi:dgrey at vss3:/test
Cvs login
Cvs -t co code

C:\TEST>cvs -t co code
  -> Tracelevel set to 1.  PID is 2052
  -> Session ID is 8044187e75e0b1d
  -> main loop with CVSROOT=:sspi:dgrey at vss3/test
  -> Server codepage is CP1252
  -> Client codepage is CP1252
  -> Requesting server cvsignore
  -> Requesting server cvswrappers
  -> Requesting server cvsrc (read-cvsrc2)
S -> do_module(code, Updating, , )

(LONG PAUSE 10+ seconds)

S -> do_module(code, Updating, , )
S -> Checking admin file g:/CVSNT/TEST/CVSROOT/admin for user dgrey

It does the  do_module(test, updating, , ) twice with the first one
having a HUGE pause. 
I checked DNS and it doesnt seem to be the problem.
