'cvs history' will parse the file.  It doesn't store enough to get the 
full command line though... you can get the date/time if it helps.

Logging the process ID and username with loginfo would at least tell you 
who created the process (this information should come up in task manager 
too I think, although I'm not sure if it keeps it accurately).
