Make sure that your users have at least read permission (maybe list 
would work?) on all directories above the repository, up to the drive 
root.  Also check your TEMP directory as CVSNT uses that for checkins as 
well.

Look at modules (and modules2) file in the repository CVSROOT, it might 
be able to help.
