[cvsnt] Sorry. Rookie question. Can the group file in CVSROOT bechecked out?

Aha! I see where I have erred. The first of my 2 questions is still 
unanswered, 
though. 

1) The admins file is specifically called out as NOT being editable 
through 
checkout to local directory. Is that the only file that is treated this 
way?

2) I looked and experimented harder, and I see that the group,v file 
contains edits that I put on it, and when I do a checkout on another box, 
I get the most current version. So, it seems that my confusion is caused 
by 
group not being rebuilt when the other admin files are rebuilt. Files 
"modules", "taginfo", etc all get rebuilt with my current changes. When 
"group" was not rebuilt in the same way, I thought that my changes weren't 

going up. My bad. 
        2a) Why is group not rebuilt?
        2b) If all I change is group, do I need to do something to rebuild 
the 
                other admin files?

Too late :-) 

I had to modify massagecomments.pl after running vss2cvs.pl to pick up 
my vss history. By the time I got that running, I was in the forbidden 
zone.
