There are a few ways you can do this.  You can set up an extnt.ini 
section, set up a putty session, add parameters to the protocol 
parameters, etc.  Here's an example of setting the parameter on the SSH 
protocol:

cvs -d :ssh;port=7022:myserver:/repos
