[cvsnt] Problem of seting the access control

I install CVSNT 2.0.58d under Redhat Linux 9.0. I use pserver mode to access the repository, and the server runs under a common user "cvs". After configuration, I can use "cvs passwd" to add user and change password. The user can checkout/commit the files. 

When I try to set up the access list with "cvs chacl", it runs ok. No error message appears. But it seems it doesn't work. When I run "cvs lsacl", nothing happens. 

How to configure the server to enable the user access?
