Ok, but why don't you then just use modules for that? That's what
they're for. Tags group revisions - modules group files/folders.

Example:

MyModule        Projects/MyProject
MyModule_Subset Projects/MyProject FileA FileC FileX

More complicated setups involving multiple subfolders and whatnot are
doable as well of course and I believe the modules2 file even offers a
whole lot more in terms of flexibility here though I haven't used it in
production myself yet (our current modules file is still working fine).
