and failing - stop the process that's doing that and it'll behave better.

That sounds like the machine itself has issues - the CVSNT machines here 
have been up for months.  Each session is a new invocation of the server 
  and there's no carryover between sessions, so nothing can build up 
over time even if the server fails.
