Can you suggest to me what I should be looking for?  \x50 is an 
uppercase letter 'P' but there doesn't appear to be one in the beginning 
half of the file (before the HEAD revision).  I don't see any rev with 
odd information in it.  I *do* find two instances of \x0D characters in 
the file (one in a delta from rev 1.32 and one at the very bottom of the 
file in the initial import tags (extended characters added below):

log
@setting up perl for cimarron
@
text
@@
\x0D
\x0CPROJECT.CFG\x0D

I don't know how the \x0D got into the Rev 1.32, but that is possibly 
about the time when things started going wonky.  FWIW, the file is now, 
and has always been text...
