I tried creating a small new file on a Windows box:
    cvs up -p works fine from Windows box.
    Copy that file from the Windows server to the Linux box: cvs up -p fails 
on Linux and Windows clients.

Create a small check in on Linux box: cvs up -p fails (but cvs up works) on 
both Linux and Windows clients.
    Copy that file from Linux server to Windows server: cvs up -p works from 
Windows client.
