What server version are you using?  The new syntax wasn't added until 
version 2.5.01 (later cvshome CVS also have something similar but it's 
not exactly the same).

The same script against the cvsnt repository, Win32 client:

D:\CVSROOT>cvs commit -fm "test script" test.txt
