If you're sure the server is running it means either:

1. You're running a firewall that's blocking the port.
2. You're running software that's broken the TCP/IP stack (eg. nod32, 
aventail autosocks).

Look at the output from cvsdiag and that'll show the culprit.

(all of this is in the faq, btw.)
